I beg to request that you will release all Chinese Prisoners who are confined in the Gaol of Hongkong, for what may be termed a Poetical offence, and such of them as are Natives of Canton or that Province, immediately sent off the island.
With respect to the Men forwarded some month's since from the Northward, by their Excellencies the Naval and Military Commanders in Chief, charged with kidnapping, destroying and stopping in people, and grading fire-rafts against our shipping, it will, I conceive, be proper to give them the option of being sent back to Chusan, and you will accordingly do so and apply to Rear-Admiral...
